प्रदेश के युवाओं के तकनीकी सशक्तीकरण हेतु टैबलेट/स्मार्ट फोन वितरण योजना को लागू किए जाने विषयक शासनादेश संख्या- 1500/77-1-2021, दिनांक 06-10-2021 का कृपया संदर्भ ग्रहण करें, जिसके द्वारा शैक्षणिक सत्र 2021-22 में अध्ययनरत छात्र-छात्राओं के तकनीकी सशक्तिकरण हेतु टैबलेट/स्मार्टफोन वितरण सम्बन्धी योजना प्रारम्भ की गयी है।
2इस योजना में विभिन्न विभागों के अन्तर्गत शिक्षण संस्थानों में अध्ययनरत स्नातक, स्नातकोत्तर डिप्लोमाः कौशल विकास; पैरामेडिकल; नसिंग आदि एवं कतिपय अन्य योजनाओं के लाभार्थियों को निःशुल्क टैबलेट/स्मार्टफोन वितरित किये जाने की व्यवस्थान्तर्गत दिनांक 25-12-2021 को भारत रत्न अटल बिहारी बाजपेई इकाना क्रिकेट स्टेडियम, लखनऊ में समस्त 75 जनपदों से आए छात्र/छात्राओं को टैबलेट पीसी/स्मार्ट फोन प्रदान करते हुए योजना का शुभारम्भ किया गया तथा अब तक लगभग 84.122 उपकरणों का वितरण विभिन्न जनपदों के स्तर पर किया जा चुका है।
3- डिजीशक्ति पोर्टल पर दिनांक 24-01-2020 तक के उपलब्ध आँकड़ों के अनुसार जनपदों में कुल 2.06,000 टैबलेट पीसी/स्मार्ट फोन की आपूर्ति की जा चुकी है जिनमें से उपरोक्तानुसार संख्या को छोड़कर अधिकाँश अभी लाभार्थियों को वितरण हेतु जनपदों के पास उपलब्ध हैं।
विधान सभा सामान्य निर्वाचन-2022 की घोषणा तथा प्रदेश में आदर्श आचार संहिता लागू होने के फलस्वरूप निर्वाचन आयोग के अनुमोदनार्थ प्रेषित किए जाने वाले प्रस्तावों की स्क्रीनिंग हेतु कार्यालय ज्ञाप संख्या- 26/पीएसएमएस/2022 दिनांक 09-01-2020 द्वारा मुख्य सचिव, उ0प्र0 शासन की अध्यक्षता में स्क्रीनिंग कमेटी का गठन किया गया है। उक्तानुसार गठित कमेटी की दिनाँक 21-01-2022 को सम्पन्न बैठक में टैबलेट/स्मार्टफोन वितरण योजनान्तर्गत आपूर्ति/वितरण किए जा रहे टैबलेट पीसी/स्मार्ट फोन के वितरण को आदर्श आचार संहिता के प्रस्तर-5.2.1(vii) तथा FAQ के बिन्दु-27 के अनुसार चालू योजना होने के कारण निर्वाचन अवधि में भी जारी रखने का निर्णय लिया गया है।
4उक्त निर्णय के क्रम में जनपदों को आपूर्तित टैबलेट पीसी/स्मार्ट फोन में से उपलब्ध उपकरणों वितरण आदर्श आचार संहिता एवं कोविड प्रोटोकाल के अनुपालन में चयनित लाभार्थियों को अग्रेत्तर जारी रखा जाना है। आपूर्तित किए जाने वाले तथा जनपदों को पूर्व से आपूर्तित एवं उनके पास उपलब्ध टैबलेट पीसी/स्मार्ट फोन के बूट लोगो एवं वॉल पेपर को आदर्श आचार संहिता के अनुपालन में योजनान्तर्गत नोडल एजेन्सी-यूपीडेस्को के स्तर से इस प्रकर परिवर्तित कर दिया गया है कि उनमें किन्हीं वरीजनेताओं/माननीयों के फोटोग्राफ अथवा उनके कथन परिलक्षित न हों। जनपदों से भी अपेक्षा की जाती है कि वह आपूर्तित उपकरणों के वितरण की प्रक्रिया इस प्रकार सम्पादित करें कि उसमें आदर्श आचार संहिता एवं कोविड प्रोटोकाल का पूर्णतया अनुपालन हो तथा वितरण के समय कोई राजनैतिक गतिविधि अथवा किसी राजनेता/माननीय की उपस्थिति न हो। मि tria kalso कुलसी

8जनपदों द्वारा टैबलेट पीसी/स्मार्ट फोन को इन चयनित छात्र-छात्राओं के मध्य वितरित किये जाने के पूर्व संस्थानों के स्तर पर नामित नोडल अधिकारियों के माध्यम से उनकी मैपिंग की कार्यवाही आवश्यक रूप से पूर्ण करा ली जानी होगी ताकि मैपिंग उपरान्त डिजीशक्ति पोर्टल पर मैप्ड डाटा के उपलब्ध हो जाने से छात्र-छात्राओं को अग्रतर लर्निग कन्टेन्ट अथवा शासकीय योजनाओं से सम्बन्धित सामग्री का ससमय प्रेषण तथा इनका लाभ प्राप्त हो सके।
